honour to transmit, for Your Lordship's information, the accompanying copy of a letter from Chief Justice - Russell, containing some remarks relative to the
Draft Bill to provide for the recognition in the _ United Kingdom of Probates
and Letters of Administration granted in British Possessions,
an enclosure
which formed in the first of the despatches referred to above.
Should
Enclosure 18th Feb4.1889
Should the Bill be
passed into law, I am
advised that it will be
necessary for the Legislature of this Colony to enact an
Ordinance in order to extend
the provisions of the etet by Order in Council _to_ Hongkong).
